Thematic and design concepts for a fully programmed Cultural City to be centered on the island in the lower Dubai Creek adjacent to the current location of Festival City. Facilities would include opera house, major performance theater, museums, three business hotels and two luxury hotels, educational facilities, housing, retail, offices and major parks and landscape development. The project was developed for the Government of Dubai and used for later development ideas such as the Dubai Opera House.
